The Windows 3.1 HDA driver HDA2.dll uses HDATSR.exe
to allocate XMS memory before windows starts.

To make use of HDATSR.exe 
you must run it before windows starts.
It might be a good idea to add it AUTOEXEC.bat.

You don't need a license to use HDATSR.
HDATSR has no license and I'm not going to buy it one.
